The 31st UN Climate Change Conference (COP31), scheduled for Monday 9 November to Friday 20 November 2026 in Antalya, Türkiye. The conference convenes the 198 Parties to the UN Framework Convention on Climate Change, the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP) and to the Paris Agreement (CMA), and the subsidiary bodies SBSTA and SBI in their second sessions of the year.
COP31 follows COP30 in Belém, Brazil, in November 2025 — the first Amazon-hosted COP — and continues the negotiations under the Paris Agreement's "ratchet mechanism" of progressively stronger Nationally Determined Contributions (NDCs). The Antalya talks are co-led by Türkiye as the host and Australia as the negotiations chair, an unusual arrangement agreed at COP29 in Baku to break the 18-month standstill over a Western European and Others Group (WEOG) host. Türkiye chairs the formal Presidency; Australia leads negotiation tracks under the COP31 troika that also includes Brazil and the United Arab Emirates.
The 2025 NDC submissions covering 2031–2035 are due before COP31 and form the conference's central deliverable. Negotiators are expected to agree the next iteration of the Global Stocktake response, finalise rules for Article 6.4 carbon markets, advance the operationalisation of the Loss and Damage Fund agreed at COP27 and seeded at COP28, and resolve outstanding adaptation-finance questions including the Global Goal on Adaptation indicators. Antalya is also the first COP since the United States' January 2025 withdrawal from the Paris Agreement under the Trump administration's executive order, which takes formal effect 27 January 2026 — meaning the US attends as an observer rather than a Party.
The negotiations to watch are the New Collective Quantified Goal (NCQG) on climate finance — agreed at COP29 at "at least USD 300 billion per year by 2035" with a "Roadmap to USD 1.3 trillion" — and the implementation pathway for that Roadmap. The Loss and Damage Fund, hosted by the World Bank for an interim period, is expected to deliver its first major disbursements in 2026. Article 6.4 mechanism authorisations and transitions from CDM credits will be a litmus test for market integrity. Türkiye's Presidency is also expected to push transboundary water diplomacy and a forest-and-Mediterranean agenda that complements Brazil's COP30 outputs.

Pair COP31 with the G20 summit in Miami and the G7 summit in Évian, which both feed climate finance into the Antalya text. The annual cycle continues with COP32 in Addis Ababa in November 2027. UN system context comes from the BRICS summit in New Delhi and the NATO summit in Ankara, the latter putting Türkiye on the world stage twice in 2026.
