Background

Regulation (EU) 2023/956 established CBAM as the companion tool to the EU Emissions Trading System, designed to prevent carbon leakage by pricing embedded greenhouse-gas emissions in imports of carbon-intensive goods. The transitional phase ran from 1 October 2023 to 31 December 2025: importers filed quarterly reports on embedded emissions but paid no charges.
